How to Form a Town or Recognized Community in Alabama

I'm trying to find information that will guide my community as to how we can form a township or community in the great state of Alabama. We are considering this COA to prevent any further taxation without representation by the adjacent town that already has imposed a Police Jurisdiction on our community.

Any suggestions or websites that provide direction would be greatly appreciated.
